The town of Kingstown was incorporated on July 12, 1989 by the North Carolina General Assembly during the 1989 Session, Chapter 632, House Bill 874.  The Ratified Bill was signed by James C. Gardner, President of the Senate, and by J. L. Mavretic, Speaker of the House of Representatives.  The town has a Mayor-Council form of government.  The governing body is the Town Council which consist of (5) members and the Mayor.  Town officials are elected on a nonpartisan basis with the results determined by a majority of votes cast, with a runoff election if necessary as provided by G. S. 163-293.  Term of office for each Council Member is four (4) years.  The town is a predominately African American town.  The population is about 826 per the 2000 federal census.  The town has county water, natural gas, sewer service and garbage services.
